Transneft Upper Volga Completes LACT Technical Upgrading at Gorky PS

Transneft Upper Volga has completed the technical upgrading of oil and petroleum products’ lease automatic custody transfer unit (LACT) No. 1 and oil and petroleum products meter skid (MS) No. 2 at Gorky PS of Gorky Regional Oil Pipeline Directorate in Kstovo District of Nizhny Novgorod Region.

The works were performed as part of Transneft Upper Volga’s technical upgrading, revamping and overhaul (TUR&OH) programme.

The oil and petroleum products’ lease automatic custody transfer unit is intended for operational measurement of volume and calculation of mass of oil transported via the oil trunk pipeline at the Surgut — Polotsk process section with subsequent data transfer to the supervisory control and data acquisition system to accumulate operational balance data.

The old sampling devices were replaced with new slit sampling devices to be used in the LACT No. 1 and MS No.2 systems; process pipeline sections and cable communications of the power supply and control and automation systems were replaced; machinery servicing sites were installed on a concrete foundation.

As part of the project, the software and hardware unit of the unified supervisory control system was improved, MS No. 2 data processing system was replaced with a system with the function of processing signals from all measuring instruments and equipment.

The LACT No. 1 and MS No. 2 facilities at Gorky oil pumping station equipped with the new data processing system have been commissioned.

Modern LACT will allow for automated metering of oil during commodity operations, timely respond to changes in transportation parametres and improve the accuracy of oil metering.
