On 17 November 2019, while conducting joint activities in Leninsky District of Moscow Region, law enforcement personnel, employees of Transneft Security and the Security Directorate of Transneft Upper Volga found a group of people who were laying an offshoot with a length of more than one kilometre from an illegal tapping in the Moscow Refinery – Volodarskaya LODS supply pipeline.
During the activities, seven persons suspected of the crime were detained by law enforcements, two pieces of equipment were seized, including a directional drill unit.
By now, employees of Transneft Upper Volga have removed the illegal tapping. Law enforcement is taking operational and investigative measures to identify other persons involved in the diesel fuel theft, the evidence to bring the suspects to justice is being collected. A criminal case was initiated regarding the detained persons under Part 3 of Article 30 clause “б”, Part 3 of Article 158 of the Criminal Code of the Russian Federation “Attempted petroleum products theft from a petroleum products pipeline”.
In cooperation with the law enforcement agencies, Transneft Upper Volga is regularly taking a set of measures to prevent, reveal and terminate oil and petroleum products stealing via illegal tappings in trunk pipelines. Such criminal activity causes huge damage to the oil transportation industry in terms of ensuring reliable and uninterrupted transportation of oil and petroleum products to consumers. The stealing increases the probability of oil and petroleum products release with the resulting environmental pollution.
